Biography: 

Khaled Mokhtar is an engineer and policy leader in ICT and telecommunications. With experience spanning government, academia, and industry, he has driven digital transformation, smart city projects, and cybersecurity initiatives in Europe and globally. At Bosnia’s Communications Regulatory Agency, he led major national projects including 4G rollout, DVB-T broadcasting, and roaming agreements for the Western Balkans. Active in IEEE and ITU, he promotes technology for humanity, sustainable development, and smart societies aligned with UN SDGs.
